It's a nice gesture. We sent thank you's to everyone that attended (gift, just card, or nothing at all), and people that sent gifts and didn't attend, and to people that didn't attend but sent us a congratulatory card.

That's what we did too.
I'd send them a thank you card - it really is a nice thing to do and they'll probably appreciate it.
Thank them for attending the wedding (if they did), how much it meant to you that they were there to share your special day and then thank them their kind wedding wishes and congratulations (or whatever they said in the card).

Ok, I was going to send cards to everyone that attended already. But I will also send thank you cards to people that didn't come but sent a card. Good to know.
