And yes the law has passed. As a first time homebuyer you are entitled to a 2000 rebate on your land transfer tax. Should that fee be higher than 2000 you are responsible for the difference. So our land transfer tax was 2700 and so we have to pay 700. Also another thing to look into is the 20% downpayment will save you the CMHC fees (which for us would have been 4000). Before they were requiring you to pay and then if it was passed the governement would refund your tax (up to the $2000) limit.  Unfortunately if you had to pay yours on closing it'll be a while before you get your money.
