The best thing that works for me is Vaseline Creamy.... I am not sure if they make it here in Canada yet... I usually pick it up when i am in the states.  However, Petroleum Jelly is proven the best and most effective method to moisturize skin. My elbows are always dry and look dirty...they are dark. I scrub and scrub and it really hurts and it dosen't do anything.
