It depends a lot on what you want them to look like.  I made my own...I wanted crystals and white flowers (I want to wear my hair down in curls and just kind of loosely pinned back with flowers at the sides) so I bought fake little white stephanotis flowers and swarovski crystal rhinestones (both at Michaels).  When you pulled the flower off its stem, there was kind of a tube underneath it (think like a thin tube attached to the flower where the stem was inserted), so I cut that down to about 1cm, filled the hollow part of the tube with crazy glue and put the curved end of a bobby pin in it so the flower was mounted on the end of the pin.  Then I glued one of the rhinestone crystals right in the middle of the blossom for a little sparkle.  I'm really happy with how they turned out   If you send me pictures of the kind of thing you're wanting, I will try to think of how you could make them...I live for these kinds of creative challanges *lol*

I made my own hair crystals.  Unfortunately, I forgot to get my photographer to take any photos of them.

These are from my hair trial.

Althought mine were all different, I followed this type of format to make them.  I twisted some fairly thin wire together, and it was strong enough for this purpose.  If you use wire that's too thick, you'll end up with more metal then crystals.  I used a mix of crystals and crystal beads  Where I used crystal beads, I generally used them in clusters of 3 or 5.
